Indian Prime Minister to Visit Canada in December to Finalize Trade Deal: Carney

Indian Prime Minister Narendra Modi is expected to visit Canada in December to finalize a trade agreement, Prime Minister Mark Carney has confirmed.

“We’re making good progress in our trade negotiations with India,” Carney told reporters during an unrelated press briefing on the sidelines of the United Nations General Assembly in New York City on Sept. 23.

“It is an exceptionally important relationship on many, many levels, people-to-people levels, security levels, and also trade and economic.”

Carney said he hopes to conclude the talks before this year’s G20 Summit, which will be held in Miami in mid-December.

“[Modi] will be visiting Canada around that time,” said Carney. “The precise date isn’t out but I very much look forward to hosting him.”

Carney revived trade negotiations with the Indian government last year as part of his plan to reduce economic dependence on the United States amid ongoing trade disagreements.

Modi’s last visit to Canada was in June 2025, when he attended the G7 Summit in Kananaskis, Alta., where he met with Carney. The two leaders discussed strengthening economic ties and restoring regular diplomatic services between the two countries.

The visit came after nearly two years of strained diplomatic relations between Canada and India.

Tensions escalated sharply in September 2023, when then-prime minister Justin Trudeau told Parliament that Canadian security agencies were pursuing credible allegations of a potential link between agents of the Indian government and the killing of Sikh activist Hardeep Singh Nijjar in Surrey, B.C.

India has denied any involvement in the death of Nijjar.

The RCMP subsequently charged four Indian nationals with first-degree murder and conspiracy to commit murder in connection with Nijjar’s death. The allegations have not been proven in court.

Negotiations toward a Canada-India free-trade agreement had been suspended amid the deterioration in relations.

On Nov. 23, 2025, Carney and Modi announced that they would launch negotiations toward a Comprehensive Economic Partnership Agreement (CEPA).

Canada and India have since held several rounds of negotiations. Ottawa said on Sept. 21 that the two sides were making progress and remained committed to concluding the CEPA by the end of 2026.

Canada is seeking to double two-way trade with India to $70 billion annually by 2030 as part of its efforts to expand trade beyond the United States.
